At Rt 70
This is Route 70 in Lakewood, NJ, which we live just off of.  It is a pretty busy highway.  Someone got killed 2 miles down from here on Tuesday.  Today we saw this while we were sitting in front of our house after grocery shopping.  They were lifting the strollers over the median and vehicles were zooming past and blaring their horns! Ten minutes earlier and one of those zooming cars would have been mine.

Lakewood car fires caused by Cigarette

Patch-LAKEWOOD, NJ - Four vehicles parked behind the Northern Resource Center on Fourth Street were destroyed by fire in the early morning hours on Oct. 14, a spokesman for the Ocean County Prosecutor's Office said.

The fire apparently began with a cigarette in a privately-owned vehicle, said Al Della Fave. Investigation revealed that a woman had been smoking in the vehicle, put the cigarette in the ash tray, then fell asleep, he said.

"She awoke to find smoke and a small fire in the area of the ash tray in the vehicle," Della Fave said. "She attempted to put the fire out, but was unable to. At this time she notified the Lakewood Police Department."

Other vehicles damaged included two Meals on Wheels vehicles and one owned by Gelbstein's Bakery, he said.



Police and members of the Lakewood Fire Department responded to the blazes at 3:42 a.m at the center at 220 4th Street. They were all located behind the building in the rear of the property.

The fire was extinguished and Ocean County Fire Marshal Michael Marks, the Ocean County Prosecutor's Office Arson Unit and the Ocean County Sheriff's Department Crime Scene Investigation Unit responded.

Fire officials determined that the fire began in the area of an ash tray in the front of the passenger compartment, Della Fave said.

"The cause of the fire is accidental and improperly discarded smoking material could not be eliminated," he said.

3 Girls still out of School

The Winter session has begun but for three high school girls in Lakewood they are still at home without a school for them.  Parents were hopeful something would work itself out over sulks but there has been no movement.  Hopefully this can be taken care of swiftly and the girls can start the school year right away.

Will the Lakewood Vaad make a Gubernatorial Endorsement?

Elections are 3 weeks away and this year NJ is one of two states where citizens will vote for a Governor. Democrat nominee Phil Murphy recently visited Lakewood and met with Vaad officials and some other special interests the general public was not invited. A new poll finds likely voters favor Democrat Phil Murphy over Republican Kim Guadagno to replace Gov. Chris Christie. The Vaad endorsed Guadango in the Republican primary back in May, but as it seems they may back Murphy in the general or make no endorsement at all. 

Murphy most likely will not get the general Lakewood vote even with a Vaad endorsement due to his liberal left policies and his plan to rise taxes by $1.3 Billion. Lakewood generally votes republican and on a state and national level the vaad's endorsement is of no significance and even locally the Vaad's power has weakened.

In the Presidential elections Over 75% of the Lakewood vote went  for Trump making it the Trumpiest town in NJ. The Vaad endorsed Corzine over Chrstie in the first term, but Lakewood voted overwhelmingly for Christie.
The Vaad may pull a Route 9 surprise like they did with Corzine promising $100 million dollars to "widen the Nine" if he wins, but this time even that would be a hard sell.

NJ Attorney General Questions 600k Deal for Lakewood BOE attorney

New Jersey Attorney General's Office officials said the Lakewood school board's  contract with its lawyer may violate state education regulations. Following the signed contract a group asked the AG office to look into the matter. In a letter (see below) the AG office writes "Our initial review of the documents provided suggests that this contract may not be consistent with Department of Education regulations." 
Lakewood schools superintendent told the  APP that "Inzelbuch has already made improvements in the district, including providing a workshop for child study teams, small groups of social workers and psychologists who identify an individual student's needs."

Re: Lakewood BOE Legal Services Contract
Dear Mr. Bender and Ms. Winters:


This office recently received a referral (attached) from the Education Law Center raising serious questions about the contract engaging Michael Inzelbuch, Esq. to provide legal services that was approved by the Lakewood Board of Education on June 14,2017. Our initial review of the documents provided suggests that this contract may not be consistent with Department of Education regulations. 

The contract, which runs from August 17,2017 through June 30, 2018. provides for an annual retainer of $600,000 to be paid in twelve equal payments, as well as an immediate payment of $29,000 for Mr. Inzelbuch and his family’s medical and prescription coverage. Under the contract, the Board witl also compensate Mr. Inzelbuch $350.00 per hour for “litigation services” provided to the district, and will reimburse him for certain expenses such as filing fees, travel, parking and photocopying. The contract also permits Mr. Inzelbuch to serve as co-counsel, at $200.00 per hour, in cases where the Board’s insurer assigns counsel or the Board
appoints special counsel.

As you are aware, the Department of Education’s accountability regulations require boards of education to establish by policy strategies to minimize the cost of professional services, including legal services. See N.J.A.C. 6A:23A-5.2. In addition to establishing a maximum dollar limit for each type of professional service, and imposing other requirements to ensure the prudent use of legal services, the regulations prohibit “advance payments” lbr legal services. N.J.A.C. 6A:23 A-5.2(a)(4). Instead, the regulations require that contracts for legal services describe in detail the services to be provided, and authorize payment only upon presentation of an invoice itemizing the services actually provided in the billing period. Ibid.

In tight of the foregoing, please provide this office no later than october 30, 2017 with the district’s position regarding the compliance of the contract with Mr. Inzelbuch with the Department’s accountability regulations, and in particular N.J.A.C. 6A:23A-5.2. ‘,l’hat analysis should also include a description of the procurement process undertaken by the Board to award the legal services contract at issue. Upon receipt of the information, this office will conduct a thorough review and make appropriate referrals to the Department of Education or other entities,
as may be warranted.

RESOLUTION OF THE BOARD OF EDUCATION OF THE TOWNSHIP OF LAKEWOOD IN THE
COUNTY OF OCEAN, NEW JERSEY PROVIDING FOR THE PURCHASE OF SEVEN BUSES THROUGH A LEASE PURCHASE TRANSACTION, AWARDING THE LEASE PURCHASE FINANCING AND AUTHORIZING EXECUTION OF A LEASE PURCHASE AGREEMENT AND OTHER RELATED AGREEMENTS AND ACTIONS NECESSARY TO ACCOMPLISH THE TRANSACTION
WHEREAS, The Board of Education of the Township of Lakewood in the County of Ocean, New Jersey (the "Board") has determined to finance the acquisition of two (2) 54 passenger
buses and five (5) 24 passenger buses, including the financing costs and any additional incidental costs (the "Equipment") through a lease purchase transaction; and WHEREAS, the Board has selected Hunterdon County Educational Services Commission to
serve as financial advisor (the “Financial Advisor”) and McManimon, Scotland & Baumann, LLC to serve as special counsel (the "Special Counsel") for the transaction contemplated herein; and
WHEREAS, the Board has followed the procedures required by N.J.S.A. 18A:20-4.2(f) and N.J.S.A. 18A:18A-1 et seq., and the regulations promulgated thereunder; and
WHEREAS, the Board hereby authorizes and ratifies the solicitation of bids for the financing of the Equipment pursuant to a lease purchase agreement for a principal amount not to;exceed $500,000 and hereby ratifies the publication of the notice of request for the receipt of bids; and
WHEREAS, of the bids submitted, (TBD)______________________ submitted the lowest response, and the Board wants to award the lease purchase financing to such company or its assigns in accordance with the recommendation of the Financial Advisor, its response
and the request for bids; and
WHEREAS, the Board now intends to enter into an equipment lease purchase agreement
with (TBD) ____________________ (the "Lease") on a date as agreed to by the Business
Administrator/Board Secretary;
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF EDUCATION OF TOWNSHIP OF
LAKEWOOD IN THE COUNTY OF OCEAN, NEW JERSEY AS FOLLOWS:

Section 1. The Board hereby approves the bid submitted by (TBD)
___________________ (referred to hereinafter as the “Purchaser” or sometimes the
“Lessor”) and to enter into the Lease at an annual interest rate of ____% for a term of not to exceed five years in the principal amount of not to exceed $500,000, representing the
principal portion of the rent payments under the Lease. This award is being made in accordance with the request for bids and the bid submitted by the Purchaser to the
Business Administrator/Board Secretary and on file with his office. The Purchaser’s interest rate will be held fixed for a period of 30 days from the date of the bid. If the closing does not occur within 30 days of the date of the bid, the interest rate will be calculated in accordance with the index rate set forth in the request for bids.
Section 2. The Board hereby authorizes the execution and the delivery of and the
performance by the Board of its obligations under the Lease and other related financing
agreements and documents, which shall be in the form approved by Special Counsel. The Board hereby authorizes and directs the Board President or the Business
Administrator/Board Secretary to execute such documents on behalf of the Board, and the signature of such official shall be conclusive proof of such approval.
Section 3. The payments of rent or other monies due under the Lease shall be made
only from the General Fund of the Board. Neither the Board nor any agency, department or
political subdivision thereof shall be obligated to pay any sum to the Lessor under the Lease
from any taxing source for the payment of any sums due under the Lease. The obligations of the Board under the Lease shall not constitute indebtedness of the Board or of the constituent municipalities or of any department, agency or political subdivision thereof.
The Lease sets forth the term of the lease purchase acquisition by the Board for the
acquisition of the Equipment, the rental payments to be paid by the Board in respect
thereof and the dates on which rents shall be due and payable.
Section 4. The proceeds of the sale of the Lease shall be applied to (i) pay costs to
acquire and to install the Equipment, and (ii) pay the costs of entering into the Lease.
Section 5. The Business Administrator/Board Secretary is authorized to direct the
investment of funds under an escrow deposit agreement (the “Escrow Agreement”)
between the Board and (TBD) ___________________, the escrow agent, consistent with
the provisions of New Jersey law and the Escrow Agreement and is authorized to enter into
such agreement, to execute such documents on behalf of the Board as may be necessary
therefor and to pay any associated costs with the Escrow Agreement.
Section 6. The Board hereby covenants that it will comply with any conditions
subsequent imposed by the Internal Revenue Code of 1986, as amended (the "Code") in
order to preserve the exemption from taxation of the interest portion of the rental
payments under the Lease, including, if applicable, the requirement to rebate all net
investment earnings on the gross proceeds above the yield on the Lease. The Board hereby
declares its intent to issue the lease in the expected maximum principal amount of the
BOE Agenda: October 18, 2017 10
Lease set forth herein and to use the proceeds of the Lease to pay or reimburse
expenditures for the costs of the purpose for which the Lease is authorized herein. This
resolution is a declaration of intent within the meaning and for the purposes of Treasury
Regulations Section 1.150-2 or any successor provisions of federal income tax law. The
Board delegates to the Business Administrator/Board Secretary the ability to designate the
Lease as a "qualified tax-exempt obligation" for the purposes of Section 265(b)(3)(B)(ii) of
the Code, if applicable.
Section 7. The Business Administrator/Board Secretary and/or the Board President
and other appropriate representatives of the Board are authorized to take any and all
actions necessary to implement the transaction and the agreements authorized herein, and any such actions taken prior to adoption of this resolution is hereby ratified and approved. Section 8. This resolution shall take effect immediately

In Sedom they fought against הכנסת אורחים the same thing happened last night at the township committee meeting. A family wanted to build a Hachnosas Orchim house for the westgate community in memory of a member who died tragically. They worked hard to find a property and a suitable place for the guest house. After much negotiating and planning they found a piece of property that belonged to the township which was to be put up as a public auction dedicated for non profit. This property sat empty for 20 years and no one even looked at it. All of a sudden some people got wind of this and decided to oppose it. They yelled why wont the township give it up for open space or a park it should go back to the westgate community they claimed. Than came the frummeh cheshbon "we need the property for a shul" there is no room in westgate for shuls they are all packed.
Its ironic that the very same people who are so concerned with lack of space for a shul were silent all along when other kehillos asked to build and expand their shuls. Even worse some of the people who cant have a guest house and want a shul were the verysame ones that fought against the other shuls in WG. 

Surprisingly the committeemen all of a sudden claim to not know what goes on in westgate and want to hear from the thousands of residents but they just passed a one way street sign without asking the majority of residents.

This property sat empty and not once did anyone even ask about it but now that someone else is asking for it they are fighting it abi nisht yenem.
