NJ Has the individual mandate insurance tax.
LAKEWOOD, NJ - News 12-  Saturday is the last day to enroll in health care for next year, and experts say it is better to sign up sooner rather than later. Health insurance brokers are working around the clock to individualize and break down health care plans for their clients.
"Once we understand their specific insurance needs, then we will be able to provide them with the right plan that will suit their specific needs," says Mark Herschlag, CEO of Cosmo Insurance.
Herschlag says make sure you're not eligible for a subsidy through the marketplace before you go to a broker.

He also recommends going through the plans to make sure it checks all necessary boxes.
"Does it cover my blood work, does it cover imaging, prenatal care, postnatal care?" Herschlag says. "People wouldn't even realize that if they have a high deductible plan that prenatal care will be covered and postnatal care would be covered."
Herschlag says to enroll as soon as possible because you can't sign up once it closes.
"It's hard because you hear the person crying on the other side saying, 'I need to see a doctor, I need to go to the hospital,' and they've missed open enrollment and that's really what kills us most here when we get those calls," he says.

Township committee Meeting Recap : Spending tax payer Dollars

During the regular meeting the township passed 5 ordinances that gave Millions worth of  tax breaks and abatements on buildings and properties located in cedarbridge corporate park. Prior to the vote Committeeman Issac Akerman left and all ordinances were passed by only 3 members.

At public comment following each ordnance a resident questioned the committee why they are giving away these tax breaks which will put a burden on the tax payers claiming the mayor is doing as told by the VAAD. The Land of 200 acres at Cedarbridge  was given away for free by the township and developers sold off parcels for huge profits, why should they get an additional tax break while costing the taxpayers of Lakewood, he asked.  The mayor responded that these terms were set 20 years ago and is used as an incentive to draw businesses to the area pointing to the hundreds of people who now have jobs in theses offices.
However a lot has changed in 20 years and this area is prime real estate, the only ones who gain are the developers who sell the parcels at a higher value because they come with a 30 year tax break no one else gets these incentives. All this while Taxes in Lakewood have gone up this year and the BOE is projected to be 40 million in the hole,


Before the business portion of the meeting, kids from Lakewood public schools performed in front of the committee and the BOE attorney thanked the township for giving money to sports and other after school programs. The township this year gave 2 million dollars to the BOE from the municipal budget. A  local resident blasted the committeemen for taking credit while the real thank you should go to the taxpayers of Lakewood whose money is spent by township officials.

A request was made to remove a member from the Planning board for not making applicants put curbs and sidewalks.

30 year Tax Abatements in Lakewood? Do they Apply?

This is what the NJ municipal government explains as a reason why an abatement between 5 and 30 years might be called for. Usually it is in order to redevelop a blighted crime ridden neighborhood. Not in order to make developers wealthier.

"Attracting commercial, residential and industrial development to areas most in need of redevelopment or rehabilitation is often difficult so municipalities are increasingly utilizing New Jersey’s Tax Abatement Programs, providing for Payments in Lieu of Taxes or “PILOTs” to help with community growth and progress in these areas. Under these PILOT programs, municipalities are authorized to grant developers exemptions from traditional property taxes for a set period of time to encourage them to make improvements to property, or to locate a project in a distressed or “blighted” area. Instead of property taxes, developers make an annual PILOT payment to the municipality. The
PILOT payment is typically much less than traditional taxes, and is structured so that the municipality receives more of a benefit than it would from usual property taxes. Not only do these exemptions save a developer in real estate taxes, but they provide an increase in the fair market value of the property as a result of higher net operating income.
Long-term tax abatements (NJSA 40A:20-1) may last up to 30 years from completion of a project, are typically utilized for larger redevelopment projects, and require a municipality to declare an area as being in need of redevelopment. The PILOT is then set based on a percentage of project costs or revenue generated by the project, depending on the type of project. Short-term tax abatements (NJSA 40A:21-1) typically lasting five years are used to encourage rehabilitation of existing buildings and structures, but can also be used for larger scale new construction. The PILOT structure, again, greatly reduces the developer’s tax burden, and results in significant savings over the term of the PILOT agreement. In determining whether to enter into an abatement agreement, it is important to consider, among other criteria, the type and size of the development, impact of local tax rate on the profitability of the project, and the fiscal benefit added to the community."

Together the two of us have 70 years of experience in Jewish education. Yet nothing could have prepared us for what the New York State Education Department did last month. On Nov. 20, Commissioner MaryEllen Elia issued guidance empowering local school boards to evaluate private schools and to vote on our right to continue educating our students.



The state government now requires private schools to offer a specific set of classes more comprehensive than what students in public schools must learn. Our schools must offer 11 courses to students in grades 5 through 8, for a total of seven hours of daily instruction. Public schools have less than six hours a day of prescribed instruction. Private-school teachers will also be required to submit to evaluation by school districts.



At a press conference announcing the new guidelines, a reporter asked Ms. Elia what would happen if a yeshiva didn’t alter its Jewish-studies emphasis to conform to her mandate. She responded that parents “would be notified they need to transfer students” in as little as six weeks. And if they didn’t? “They’d be considered truant, and that’s another whole process that gets triggered.”

Government may have an interest in ensuring that every child receives a sound basic education, but it has no right to commandeer our schools’ curricula. Parents who want to send their children to a school offering a course list devised by the state enroll their children in the local public school. But parents who choose religious education want their children to have a specific moral, ethical and religious framework for life. Parents who choose a yeshiva want their children’s education to emphasize Jewish texts, history and culture.

The new guidance should offend people of all faiths, and others are speaking out. The New York State Council of Catholic School Superintendents recently told Ms. Elia that they reject the guidance and are “directing all diocesan Catholic schools not to participate in any review carried out by local public school officials.” We expect others will join them.

While these new guidelines affect all religious schools, we know they were directed at the yeshiva system in particular. In recent years, a small number of vocal critics have complained that a handful of yeshivas emphasize Jewish studies at the expense of secular studies. They ignore the parental and religious rights of those who choose yeshiva education, are naive about the pitfalls of putting state bureaucrats in charge of religious schools, and appear more interested in undermining parental control of yeshivas than in enhancing their secular studies.

There are more than 440 yeshivas in New York state, educating 165,000 students. There will always be schools that need to improve and students who can be better served. But underperforming schools are the outliers, and they don’t define the yeshiva system. Imagine if the state launched a broadside against the New York City public-school system because many of its students are failing.

The new curriculum demands so much time that it crowds out Torah study, our sacred mission. We also are troubled by guidelines that focus entirely on inputs. The lesson plan is all that matters to the state. Yet experience has taught us that what truly matters is what kind of adults our students become. Despite the uncertainty created by this “guidance,” we are sure that yeshivas across New York won’t allow the state to alter their emphasis on the Torah.

In Pierce v. Society of Sisters (1925), the Supreme Court ruled unanimously that the Oregon couldn’t force all students to attend public schools. It offered this stinging rebuke: “A child is not the mere creature of the State; those who nurture him and direct his destiny have the right, coupled with the high duty, to recognize and prepare him for additional obligations.” Ms. Elia and her colleagues would do well to absorb that message so that we can fulfill our “high duty,” our life’s work, of providing a well-rounded Jewish education.

Coastal Flood Adviory for Ocean County

The National Weather Service in Mount Holly has issued a Coastal Flood Advisory, which is in effect from noon today to 6 PM EST this evening. Up to a ¼ to a ½ inch of rainfall  is expected into the evening.

* LOCATIONS...Coastal areas of Ocean County in New Jersey.

* TIMING...High tide on the Ocean County oceanfront occurs between 1 and 2 pm today. High tide on the back bays occurs later than the high tide on the oceanfront.


* COASTAL FLOOD IMPACTS...Up to one half foot of saltwater inundation above ground level is possible in low-lying areas near shorelines and tidal waterways. Minor roadway flooding is
possible on Long Beach Island, Seaside Heights, Point Pleasant Beach and other locations near Barnegat Bay.

Uber Driver leaves Girls at wrong Location right before Shabbos

 On Friday afternoon a half hour before Shkia, 10 girls took two Uber cars from the Spruce Street area to 6th Street in Lakewood. As Shabbos approached the first car of girls arrived but the second car was nowhere to be found. After an hour of nervous waiting, Lakewood Police was called and a search was conducted for the missing girls. With the assistance of FRUBER the missing girls were tracked to where they had been dropped off about a mile from the correct location. Lakewood Police and FRUBER worked together to find the girls, who were BH found safe and walking toward the correct location. Lkaewood Chaveirim assisted as well.

Moetzes of Agudah calls for Yom Tefillah tomorrow Asarah B'Teves

The State of New York has published new guidelines to ensure that nonpublic schools, including Yeshivos and Bais Yaakovs, provide an education that is “substantially equivalent” to that of the public schools. What this means is that every single Cheider, Yeshiva Ketanah, Yeshiva Gedolah and Bais Yaakov, from elementary through high school, has to meet specific government standards about what they teach and how long they teach it for. The guidelines represent an unacceptable government intrusion into the autonomy of our mosdos. It should be up to the Vaad HaChinuch of each yeshiva, or the Moreh Hora’ah for the Kehillah with which that yeshiva is affiliated, to decide what our children learn.

In recognition of the seriousness of this challenge, the Moetzes Gedolei HaTorah are asking all shuls to be marbeh b’tfillah and amiras Tehillim at Minchah, this Tuesday, Asarah B’Teves.

May the zechus of the tefillas rabim help in averting this gezeirah.

OCHD Measles Update: Working on Eradication from the County

MEASLES UPDATE * AS OF DECEMBER 17, 2018 * 11:30 A.M.

The following is a summary from the Ocean County Health Department.
There are now 19 confirmed measles cases.
There are now 5 cases under investigation.

Ocean County Health Department Public Health Coordinator Daniel E. Regenye, cautions that the measles outbreak continues to generate reports of new potential exposure which must be immediately and thoroughly investigated. We must continue to be vigilant and to take all necessary precautions to avoid an escalation of this measles outbreak, and remind all medical personnel that measles is an immediately reportable disease.” We remain grateful for the efforts of community leaders and members of the public who have embraced and amplified the messaging from the Ocean County Health Department to limit any exponential worsening of this outbreak.”  “Our message now is to remain informed on the status of potential measles exposure, insure that one’s family is fully vaccinated and protected, and encourage others in the community to do likewise as we work towards the eventual eradication of measles in our County,” restated Regenye
